Is a multifunctional international cultural and youth centre, as well as headquarters of Labin Art Express (L.A.E.) based in one of the buildings of ex-coal mine, the so called "Lamparna" (or "lamp house"), the place where miners' lamps were kept and charged. Situated in the heart of the lower part of Labin, it has 1.000m2 of fully reconstructed and equipped premises (large hall for concerts and performances, bar and kitchen, 2 offices, 2 galleries, work and rehearsal areas, 2 apartments and other facilities. Next to Lamparna is the so-called "big bathroom", an atmospheric, ruined 2000 square meter space which may be used for larger installations, events, etc.

CC LAMPARNA commenced work in 1993, but was officially opened on 12th September 1998, after a full reconstruction and equipping of the space, financially supported by the European Commission, Open Society Institute - Croatia, Ministry of Culture and Region of Istria, and "under the auspices of Mr. Daniel TARSCHYS, Secretary General of the Council of Europe".

From 2018-20 Lamparna evolved from an alternative space to a socio-cultural centre.
